NIAGARA MOHAWK POWER CORPORATION NINE MILE POINT - UNIT 2 DOCKET NO. 50-410 Interim Report for a Problem Concerning Standby Diesel Generator Unsuccessful Starting During Preliminary Testing (55(e)85-27) 1 Description of the Problem During preliminary testing a system anomaly was observed wherein the Division II standby diesel generator failed to start when given an emergency start signal.
This was due to the circuit's engine speed sensing relay picking up a false speed indication through its 125 V de control power source.
The 125 V de power supply was apparently receiving " noise" from the Division II uninterruptable power supply, which receives : ;3 125 V de power from a comon source under loss of offsite power and during testing of the uninterruptable power supply circuits.
This " noise" was interpreted as engine speed by the two speed sensing relays and the start permissive for the engine was already disabled when the emergency start signal was given.
The matter is still being investigated and a final report will be submitted by November 4, 1985.
This problem also pertains to the identical Division I standby diesel 4
