SUBJECT:

REVIEW OF OPERATING NUCLEAR POWER PLANTS As a result of the recent incident at Davis-Besse, on June 27, 1985 you asked the staff to identify any other operating nuclear power plants with specific features that need.to be modified or added where the required corrective action has been outstanding for an extended period of time. Prior to receipt of your request the Director of NRR had directed that a survey be made to identify any other long standing situations.

Operating reactor project managers (PMs) were requested to report any safety-related systems or systems important to safety for which there are questions or concerns with respect to design, performance or reliability at their plants (Enclosure 1). Additional inputs were solicited from the NRR technical divisions and the Regions.

In addition to Davis-Besse, four facilities, Browns Ferry, Ft. St. Vrain, Rancho Seco and San Onofre 1, have been identified as having issues to which the staff is paying increased attention. While none of the issues has been identified as having high safety priority, the overall numbers of issues or the recent operational problems at these plants is cause for concern.- One

plant, Palisades, has a single issue (main steam line break coupled with the failure of an MSIV) which the staff feels is of importance and corrective action has been outstanding for an extended period of time. The Director of NRR has directed that monthly status reports be provided to him on these six i

facilities. A discussion of the above plants is given in Enclosure 2.

The responses received also identified generic issues that have been difficult to resolve.

Two issues (Containment Purge and Vent and Fire Protection) were identified by the project managers as having taken a longer time to resolve than desired. A discussion of these two issues is included in Enclosure 2 and monthly status reports on these issues will be provided to the Director of CONTACT:

Two other generic issues of lesser safety significance, identified by the project managers as being long outstanding, are Inservice Testing and Inadequate Core Cooling Instrumentation. The technical divisions identified the lack of PORVs on certain CE plants.

This issue has been incorporated into the comprehensive studies underway to resolve USI A-45, Decay Heat Removal Capability, as discussed with the Commission previously.

In summary, the staff has reevaluated the long outstanding issues on operating nuclear power plants to determine if there are specific features that require immediate action by NRC. While no specific features were identified, there are some areas which the staff has been paying closer attention to, as discussed above. The staff is continuing their initiatives to resolve these issues in a timely manner.
