Dear Dr. Murley:
SIGNIFICANT CONSTRUCTION DEFICIENCY RUSKIN FIRE DAMPERS - MODEL NIBD-23 HOPE CREEK GENERATING STATION On December 24, 1984, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. H.
Kister, advising of a potentially significant construction deficiency concerning the performance of spring closure fire dampers supplied by Ruskin Manufacturing Company.
On January 25, 1985, and April 1, 1985, interim reports related to this subject were transmitted to your office.
The following interim report is provided in accordance with 10CFR50.55 (e).
Our Architect / Engineer and Constructor, Bechtel, has evaluated 694 fir 2 dampers for applicability of the subject concern.
This evaluation identified eighty-one (81) dampers which will require modification.
During a Region I inspection of Hope Creek, May 20 through 24, 1985, Public Service Site Engineering presented our planned Modification and Test Program to NRC Inspectors.
Their review of our proposed test program found it to be acceptable, pending successful test completion.
Our target date for completion of testing activities is scheduled for September 15, 1985.

7/23/85 This concern was also identified in Inspection Report #85-24 as an unresolved item (85-24-08).
We anticipate providing you with our final report on this problem by October 1, 1985.
