3.

Position for Review and Acceptance of " SPENT FUEL STORAGE AND HANDLING APPLICATIONS", dated November 11, 1977, and recommended approval.

i The Comittee noted that this proposed position is intended for use in the review of applications for increasing spent fuel storage capacity at operating reactors and does not conflict with the intent j

of existing Standard Review Plans and Regulatory Guides governing spent fuel storage provisions for CP and OL applications. The Consmittee further noted that consideration should be given whether additional j

guidance concerning the mix of stored fuel would be helpful..

a.

The recommendation for implementation should be considerably more explicit and definitive than presented. The Committee emphasized that backfit recomendations must consider and be '

appropriately tailored to the various classes of plants and applications (i.e. operating reactors, post CP plants, and CP and OL application in review as well as standard plant designs) and must be accompanied by supportive value/ impact analyses.

Draft 2, Revision 2 to R.G.1.28 " QUALITY ASSURANCE PROGRAM REQUIREf1ENTS (DESIGN AND CONSTRUCTION)" dated Septenber 20, 1978, and recomended approval subject to the following comment:

-The implementation section should identify the appropriate exemptions a.

from the guide positions for standardized designs and applications referencing the various standardized options.

6.

Draft 1, Revision 3 of R.G.1.35, " INSERVICE INSPECTION OF UNGR00TED TENDONS IN PRESTRESED CONCRETE CONTAINENTS", and Draft 1, R.G.1.35.1, " DETERMINATION OF PRESTRESSING FORCES FOR INSPECTION OF PRESTRESSED CONCRETE CONTAINENTS" dated Septenber 26, 1978, and referred it back to the staff for resubmittal in accordance with the new procedures. Again the Comittee noted the need for backfit recommendations. and supporting value/ impact analyses for the various classes of plants including standardized designs and applications referencing various standardization options. Where appropriate, the implementation section of guides should indicate how standardized designs and applications referencing a standardized option are to be treated.

The Committee discussed the following items as to whether the changes

The Comittee heard a presentation by members of the Division of Systems 5

Safety regarding a new method of considering common-mode failures, diversity, and defense-in-depth in the review of electrical and instru:aantation systems which was developed in the review of the integrated protection system for RESAR-414 and is being considered for generic application to other novel designs of this type. The Cocynittee comended the staff for its excellent presentation and for its l
