l Enclosed is Amendment Application Number 150 to Facility Operating License NPF-15,fortheSanOnofreNuclearGeneratingStation(SONGS), Unit 3. The Amendment Application consists of Proposed Technical Specification Change Number 476 (PCN-476). This is a request for an exigent Technical Specification change l as a followup to the Request for Enforcement Discretion, reference 3, above.

The proposed change is requested to temporarily restore provisions of refueling interval diesel generator surveillances as they were prior to their revision as part of NRC Amendment Nos. 127 and 116, referenced above, for SONGS Units 2 f and 3. NRC Amendment Nos. 127 and 116 approved changes to the SONGS Units 2 /

and 3 Technical Specifications that adopted the recommendations of NUREG-1432, i

Document Control Desk The proposed change, for Unit 3 only, would temporarily replace Surveillance Requirements (SRs) 3.8.1.14 and 3.8.1.15 with the SRs that had existed for this i testing in the previous (pre-TSIP) TS. During TSIP implementation, Edison personnel recognized that the new TS 3.8.1 surveillances contain less rigorous l kW loading limitations than were present in the corresponding pre-TSIP TS l 3/4.8.1,"A.C. Sources." Consequently, the diesel generators were tested to a more rigorous set of performance standards than allowed by the new TSIP SRs. At the time of NRC review and approval of our TSIP application, Edison should have requested delayed implementation of these TSIP refueling interval surveillances until the next scheduled refueling outage.

l This change is not being requested for Unit 2 since that Unit is currently

. shutdown for a refueling outage and has completed the testing in accordance with l the current TS.

i The Southern California Edison Company requests this amendment be issued as an exigent TS change, effective as of its date of issuance for a period until performance of the new (post-TSIP) SRs in the next refueling outage, and prior to return to Mode 4 from the Unit 3 Cycle 9 refueling outage. The exigent circumstances for this TS amendment request exist, per 10 CFR 50.91, due to the I recent discovery of the inappropriate crediting of previous test results to the I post-TSIP SRs.
