3 LCA 131 Page 1 of 1 DESCRIPTION OF CHANGE This change specifies the containment radiation monitoring channels to which Trojan Technical Specification (TTS) 4.9.9 applies. This is accomplished by reference to Table 3.3-13, which identifies PRMs-1A through -1D as the channels associated with Containment ventilation isolation (see Attachment 1).

REASON FOR CHANGE i The Containment Monitoring System (PRM-1) contains both a normal range and an accident range subsystem. The normal range subsystem is comprised of the following four channels: (1) air particulate (PRM-1A), (2) iodine (PRM-1B), (3) low-level noble gas (PRM-lC), and (4) high-level noble gas (PRM-1D). Each of these four normal range channels provide an isolation signal to the Containment Ventilation Isolation System (CVIS) when its alarm setpoint of two times background level is exceeded. The second subsystem contains one post-accident range noble gas channel (PRM-1E).

This channel is designed to monitor radioactivity levels in the Contain-ment purge exhaust discharge following an accident. PRM-1E is not sensi-tive enough at low radiation levels to accurately measure two times background and does not provide an input signal to the CVIS.

The purpose of this change is to clarify the applicability of the TTS 4.9.9 CVIS surveillance requirement. This Technical Specification presently requires verification of system operability both on manual initiation and on a high radiation signal from each of the Containment radiation monitoring channels. The proposed change appropriately identi-fies which of the monitoring channels must be included in this system operability test.

SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION The change to TTS 4.9.9 does not increase the probability or consequences of an accident, does not create the possibility of a new or different kind of accident, nor does it ceduce a margin of safety. Since this change merely clarifies an existing surveillance requirement, a signifi-cant hazard is not created.

SAFETY / ENVIRONMENTAL EVALUATION Safety and environmental evaluations were performed as required by 10 CFR 50 and the TTS. This review determined that an unreviewed safcty question does not exist since Plant operations remain consistent with the Updated FSAR, adequate surveillance is maintained, and there is no con-ceivable impact upon the environment.
