FRCCESS CCNTROL PROGRAM (PCP)

The Hope Creek Safety Evaluation Report listed as a prcposed ccndition (License Condition 5) that:

...before processing solid wastes, the applicant must obtain NRC approval of the solid waste process control program addressing the requirements of 10 CFR 61 and BTP ETSB 11-3.

By letter dated August 21, 1985, you submitted a revised PCP which addressed the solidification of Class A wastes. We have ccepleted our review of the PCP and concluded that even though the PCP does not provice for sampling and evaluation of the end product, the PCP is acceptable for use in processing Class A wastes.

The Hope Creek PCP does not currently apply to the solidification of Class B and C wastes. As noted in your August 21, 1985 letter, you have cormitted to modify the PCP as necessary to apply to Class B and C wastes af ter the solid waste system undergces a pre-qualification test program conducted by j

its vendor.

Until the PCP is revised to include the solidificaticn of Class B and C wastes, the prcposed license ccrdition will be charged to read:

cbtain NRC approval of the Class 8 and C solid waste process i

control program addressing the rec,uirements of 10 CFR 61 and BTP ETSB 11-3.

Should we find, following receipt of ycur revised PCP, that the Class B and C solid waste secticns are acceptable, the prcpesed license condition will be J

removed; moreover, if the revised PCP is found acceptable prior to the fuel load date the operating license will not include a licerse ccrdition on this matter.
