Dear Mr. Siebert:
This is in response to DOE's letter of April 22 and the numerous telephone conversations and other correspondence between our staffs, including State Department staff, concerning the then-pending requests for the transfer of reactor pressure vessels to China by U.S. licensees in Japan.
While the NRC appreciates the policy clarification contained in the Executive Branch's letter of August 8, 1986, the Commission is concerned about the inordinate amount of time required to obtain this statement, which, in effect, precluded NRC from commenting on these requests before they were approved by the Secretary of Energy.
