Due to a manpower problem on the security staff, the hourly fire watch patrol was not executed on 11/4/84 between the hours of 0600 and 1700 in plant areas with degraded fire barriers. Additional instruction on the importance of staffing for fire-watches has been provided to security supervisors as a result of this event.

This revised LER is submitted to designate the cause code assigned this event.

This action statement requires the Station to establish fire watches in areas where the fire barriers are degraded.

The fire watch patrols are currently being ex-ecuted by the Station's security personnel. The areas to be covered by the patrols are assigned by the Station's Fire Marshal.

On November 4, 1984, the Security Shift Supervisor noted that he did not have sufficient manpower to adequately man the hourly fire watch patrols.

He immediately tried to call in extra guards but was unsuccessful.

After com-pletely exhausting what he thought were all his options, he decided to leave the fire watch patrols understaffed.

This decision affected the following UNIT 1 ENGINEERED SAFEGUARD FEATURE BATTERY ROOM, AUXILIARY ELECTRIC areas ROOM, CONTROL ROOM VENTILATION ROOM, ENGINEERED SAFEGUARD FEATURE SWITCHGEAR ROOM ON ELEVATION 426, DIESEL GENERATOR ROOMS AND DAY TANK ROOMS, DIESEL FUEL OIL STORAGE TANK ROOMS, AND ALL AREAS OF THE AUXILIARY BUILDING ON ELEVATION 383 AND 451.

Although the above areas did have degraded fire barriers they were protected by operable detection and/or suppression systems.

g This incident was reported on Monday 11-5-84 to the Security Administrator who immediately informed all the supervisors of the importance of the fire watch program, and a means for ad;11tional staffing when necessary.
