The enclosed Licensee Event Report from Byron Station is being transmitted to you in accordance with the requirements of 10CFR50.73 (a) (2) (1) (B).

1 This report is number 99-001; Docket No. 50-454.

Three actions are required to address the causes of this event.

1)

Byron Station will review procedures affected by "more restrictive" changes as a result of the implementation of the Improved Technical Specifications, to ensure all required changes were made.

Byron Station will change the control rod drop testing procedure, to utilize alternative methods that avoid LCO 3.03 entry.

Byron Station will conduct a review to determine if there are other procedures where reactor trip breakers are opened in Mode 3, and make changes to utilize alternative methods that avoid LCO 3.03 entry.
