Indian Point 3 Nuclear Power Plant Docket No. 50-286 Proposed Technical Specifications - NUREG - 0737

Dear Sir:

By letter dated February 17, 1984 (IPN-84-06) the Authority responded to Generic Letter 83-37, "NUREG-0737 Technical Specification", which requested technical specifications for eleven NUREG-0737 items.

The Authority's response provided technical

specifications for three items, indicated that technical specifications were not necessary for two items and deferred submittal of technical specifications for six items until a future refueling outage.

Your letter dated May 4, 1984 requested the submittal of technical specifications for the six deferred items.

The Authority responded to your May 4, 1984, request on October 29, 1984 (IPN-84-47).

The October 29, 1984 letter submitted the proposed changes to the Indian Point 3 Technical Specifications for NRC review and comments only.

The Authority has reviewed the comments received and submits the enclosed proposed changes to the Indian Point 3 Technical Specifications.

This letter serves to transmit technical specifications for the following deferred items:

Reactor Coolant System Vents (II.B.1),

Noble Gas Monitor (II.F.1.1.), Containment Water Level Monitor (II.F.1.5), and the Containment Hydrogen Monitor (II.F.1.6).

With regard to the Reactor Coolant System Vents, IP-3 will use two vent paths; the Reactor Head Vent System (two vent paths, each consisting of two valves in series) and the Pressurizer PORVs.

The NRC has reviewed IP-3's system and issued their acceptable Safety Evaluation on September 19, 1983.

u Two deferred items not included in this submittal are Inadequate Core Cooling (II.F.2) and Control Room Habitability Requirements -

Toxic Gas Monitors (III.D.3.4).

With regard to Inadequate Core Cooling, the Authority will not be completed with the installation of this system until the completion of the cycle 5/6 Refueling Outage.

Therefore, Technical Specifications for this system will be submitted two months prior to the start of the cycle 5/6 Refueling Outage.

The Authority's September 10, 1985 (IPN-85-46) letter to the NRC provides our position on control room habitability.

This letter submitted for the NRC's review, a Stone and Webster report for IP-3, concerning the need for a toxic gas monitoring system.

This report concludes that a toxic gas monitoring system is not required at IP-3.

Therefore, the Authority feels that no technical specifications should be proposed at this time.

Based on the NRC's review, the appropriate actions if required will be taken.

Also included in this submittal are editorial changec on Table 4.1-1 for item 35c and Table 4.1-3 for items 6, 8 and 14.

The proposed page changes to the Technical Specifications are included in Attachment I and the Safety Evaluation for the proposed changes are included in Attachment II of the enclosed " Application for Amendment to Operating Licenso".

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled

" Application for Amendment to Operating License" together with forty (40) copies of Atttachments I and II thereto, comprising the revised Technical Specificaiton pages and the associated Safety Evaluation.

As per 10CFR 170.12, enclosed is a check in the amount of $150.00 in payment of the application fee for the review of these proposed changes to the Technical Specifications.

In accordanco with the requirements of 10 CFR 50.91 a copy of this application for amendment to'the Operating License and the associated attachments is being submitted to the designated New York State official.

The changes specified herein should be coordinated with the changes previously submitted in our February 17, 1984 (IPN-84-06) letter.
