NRC Inspection of the Trojan Nuclear Plant

This refers to the inspection conducted by Messrs. S. A. Richards and G. C.

Kellund of this office on May 14 - July 1,1985 of activities authorized by

NRC License No. NPF-1, and to the discussion of our findings held by the

inspectors with Mr. Orser and other members of your staff periodically during

the inspection.

Areas examined during this inspection are described in the enclosed inspectio'n

report. Wi' thin these areas, the inspection' consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspe~ctors.'

Based on the results of this inspection, it appears that not all of your

activities were conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith-as Appendix A.

As

previously noted in past inspection reports,_we understand that you are

reviewing your management controls with regard to independent verification of

activities.

In providing your response to violation B. of Appendix A, please

address the adequacy of your independent verification program as it relates to

your tagging procedure,

Our review of your Ready for Startup program indicates that this program has

been effectively implemented.

We are pleased to note that the program was

marked by aggressive involvement of senior managers of your organization.

We

feel that efforts such as this program are the type of activities needed to

ensure positive control of the operation of your facility.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.

The response directed by this letter and the accompanying Notice is not

subject to the clearance procedures of the Office of Mr.nagement and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
