As requested in your May 30, 1996, and October 15, 1996, correspondence, Framatome Cogema Fuels (FCF) is submitting additional information required to support our request to a name change from B&W Fuel Company to Framatome Cogema Fuels.
In accordance with your comments, Amendment #2 and #3 to the Letter of Credit 951012iS033 are included in this submittal.
Upon your concurrence of this submittal, FCF will then revise the Standby Trust Agreement as requested on items 4 and 5c of Attachment 1.

In Paragraph 1, subperegraph 2, of the Letter of Credit (LOC) dated Novernber l
12,1995, a bienk apece esists. Since the NRC must use the enest wording

by inserting into the bienk space the phrase "the U.S. Nuclear Regulatory i
Commission." (Ref. Reguietory Guide 3.66, page 4-33).

Paragraph 4 ef the LOC fotows the wording recommended in "ry'r y Guide 1
3.66, pages 4-33 and 4-37, but includes the additional wording "or by courier
{
service mail." in the event that the bank elects not to renew the LOC, it is essential for the NRC to receive advance notification so that it may, if l
necessary, draw on the LOC prior to the LOC's expiration.
The stated notification period is 90 days. The additional wording "or courier service mell" f
may eMd/ reduce the 90 day notification period if the receipt is signed by the courier rather than the addressee. Accordingly, you should revise the j
LOC's non-renewal provision to delete the added phrase, "or by courier service mail".

Paragraph 6 in the LOC is worded appropriately, but does not include the closing quotation marks following the aggregate withdrawallimit. As a result, l
it is not clear whether the NRC should or must include additional wording l

the LOC to add the missing quotation marks (Ref. Regulatory guide 3.66, page j
4-34).

Your letter dated November 28,1995, did not include an update to Schedule l
A, Standby Trust Agreement, to reflect the new cost estimate for License i
SNM-1168. As a result, the Standby Trust would allow the trustee to make

payments of only 2.8 million rather than the 5.11 million towards the decommissioning of the facilities. Accordingly, you should revise the Schedule 2
A to reflect the current cost estimate for decommissioning the facility.
