NRC Inspection of the Trojan Nuclear Plant

This refers to the inspection conducted by Mr. S. A. Richards and Mr. G. C.

Kellund of this office on'Julv 2 - August 30, 1985 of activities authorized by

NRC License No. NPF-1, and to the discussion of our findings held by Mr.

Richards and Mr. Kellund with Mr. Orser and other members of your staff

periodically during the inspection.

Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

No violations of NRC requirements were identified within the scope of this

inspection. However, as discussed in paragraph 9 of the enclosed inspection

report, a number of errors associated with technical efforts of your staff

!

have been identified-over the past year. While no single instance resulted in

I

a serious degradation of a safety system, the cumulative total of identified

errors appears to indicate a need to reinforce the adequacy of your review of

technical work. We understand that your staff has this area of concern under

discussion. We would be interested in discussing your viewpoint on technical

reviews in the near future.

'

Our review of your practices for the dissemination of information regarding

defects in safety related components ir.dicater. that your staff may not. be

conveying such information to external organizations via established industry

i

methods. We feel that readily sharing such information is a fundamental

principle for ensuring rapid correction of component defects. You are

encouraged to review your efforts in this area.

'

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
