NRC INSPECTION REPORT 70-1257/96-206 AND NOTICE OF VIOLATION
Dear Mr. Femreite:
This refers to the inspection conducted on December 2-5,1996, at your Richland, Washington facility. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.
Areas examined during the inspection included the adequacy and implementation of your criticality safety program for the operating facilities and preparations for the startup of the new Dry Conversion Facility. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.
The inspection determined that you have developed an overall sound criticality safety program and are generally implementing the requirements of your license, llowever, one violation was identified, as specified in the enclosed Notice of Violation (Notice). The violation, which involved the failure to update the UF.
