This refers to an investigation conducted by Mr. G. A. Phillip of this ~

l office during the period Septerber 8-10, 1980 at the Cor:monwealth Edison Dresden Huclear Power Station. This investigation related to an observation made by an NRC Inspector on August 8,1980 that you appeared to be asleep while you were the Nuclear Station Operator responsible for Unit 3 in the control room.

The result of our investigation caused us to conclude that you were not fully attentive to your duties of r:enitoring reactor conditions--a matter of safety  !

Mportance. We recognize and ^ acknowledge that the issues of ' attentiveness and l awareness are subjective. Nevertheless, the fact that reactor operators are  ;

licensed by the NRC to operate nuclear reactors is indicative of the signifi-cance of your role in helping to assure the safety of operations. As such, we must insist on a high level of performance of licensed operators. In this regard, we expect you to take appropriate action to assum that in the future you am fully attentive in carrying out your resconsibilities. You are advised I

that future instances of inattentiver.ess will ' result in escalated enforcemnt l

action which could include license suspension.

As a further er:phasis of the importance we attach to operator attentiveness, we are bringing this mattar to the attention of all licensed operators and we plan to pursue this excern with corporate licensees. Specifically, we have already met with Conronwealth Edison Company (CECO) management to discuss this matter and their corrective actions. A copy of the correspondence with CECO and the NRC's investigation report will be provided to you at a later
