Executive Vice President Gentlemen:

Enclosed is a copy of the FEMA report titled "Palo Verde Nuclear Generating Station Site-Specific Offsite Radiological Emergency Preparedness Alert and Notification System Quality Assurance Verification." The transmitting August. 16, 1985 letter from FEMA to the NRC (copy also enclosed) states that

" FEMA has determined that the' alert and notification system... satisfies the requirements of NUREG-0654/ FEMA-REP-1, Rev. 1, and FEMA-43." It is our conclusion that, based on this report, there is a means for notifying and providing prompt instructions to the public within the plume exposure pathway Energency Planning Zone aroun,1 the Palo Verde Power Plants. .
