BLRD-50-438/85-26. BLRD-50-439/85 FIRST INTERIM REPORT The subject deficiency was initially reported to NRC-OIE Inspector Al Ignatonis on August 23, 1985 in accordance with 10 CFR 50.55(e) as Significant Condition heport (SCR) BLN EEB 8511.. Enclosed is our first interim report. We expect to submit our next report on or about January 31, 1988.

Description of Deficiercl During the developnent of mrrective action for nonconforuanoe report (Nm )
BLN EB 8405 ( BLRD-50 -43 8/83 -31 ; B LRD-50 -43 9/83 -27) to configure the intake pumping statton electrical equipnent rooms ventilation aysten for a tomado,
it was dismvered that the heating, ventilating, and airi-conditioning (HI AC) exhaust farn and dampers for the intake pumping station were being f ed f ran and controlled by trained class 1E power, but the compnents were not IEEE class 1E qualified. The desis does not grovide IEEE 3 94 -1977-appro ved electrical isolation as is reg 2 ired when non-1E loads are powered f rom 1E power supplles.
The early desip of thts systen was basal upon a misintertretatl1on of Bel 1ermte Nuclear P lant (BLN) Desiy C riteria N4-VP-UT40.
Tht_s eriteria excludes the exhamt compnents from the saf ety-relatei portions lof the syst en. However, desis drawing stow this eglitment as.being trained (s af et y rel at ed ). The origiral issm of the desim criteria muld have been intergreted as assiming the ventilaticn syst en as a wtole to a saf ety f m eti on. A later revisico of the desim criteria more clearly di ff ere nti at ed the saf et y and nons af et y por ti ons of thi s syst en.
Interim P reg ress Corrective action is being talen to mp1 ace the presently irntalled cireuit brealers feeding the exhaust fans and dampers with circuit treakers having a l
shunt trip mechanism which will actate upn an engineered safety f eature l
actmticn (ESFAS) sipal. ThLs will open the circuit-downstream of the brealer during an accident and elimitate any potential interaction origLnating in the non-class 1E com;nnents. All desis documents wLil be revised to be in agreement with BLN Desig Criteria N4-VP-UT40.

VP-UT40, and since thLs desip criteria has been revised to more clearly differentiate the saf ety and nonsafety portions of the systen, additional action to grevent recurrenm is not reg 11 red.
