SUBJECT:
REVIEW 0F LICENSE At1ENDt1ENT APPLICATION DATED JUNE 26, 1985 Backcround Cleveland Electric Illuminating Conpany (CEIC) by application dated June 26, 1985, requested authorization to increase the number of neutron detector storage casks from one to two and the possession limit of depleted uranium from 95 kg to 190 kg.
Each cask contains approximately 92 kg of depleted uranium.
Discussion A.
Radiation Safety The additior:1 depleted uranium represented in this application is a contained s ou rce. Therefore, the potential for generating airborne radioactivity from the raterial is minimal and the principal pathway for exposure to an individual is via the external radiation. At CEIC, personnel external radiation exposures are ronitored as required by 10 CFR 20.202. There is no requested change to the activities or radiation safety controls at the facility. All the radiation protection controls at the facility are adequate for the protection of the health and safety of the plant personnel, the public, and the environment.

Nuclear Criticality Safety There is no requested change to the type or quantity of fissile material at the site.
Therefore, nuclear criticality safety is not an issue with the requested amendrient.
C.
Environmental Effects There is no requested change to the environrrental protection requirerents of the facility. None are required since the authorized activities renain u nchan ged.
In accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environnental Irf act Statement is warranted for this proposed action.

2 JIJL 2 5 1985 General The amendment application dated June 26, 1985, was discussed with Mr. Jack Grobe, Resident Inspector, of the facility on July 23, 1985. He foresaw no safety or environmental problem with the requested authorization.
Conclusion Issuance of the amendment authorizing an increase in the possession limit of depleted uranium is recomended.
