The scope of'the revised program consists of the field fabrication and i installation 61 certain Class 2~and Class 3 pipe supports and requires that these' supports be designed, procured, fabricated, installed and examined in eccordance with the ASME Boiler and Pressure Vessel Code Section III, Division p ' 1, Subsection NF,1977 Edition, up to and including the Winter 1977 Addenda.

Reports or Code Symbol Stamping would not be required. The State of New Hampshire, Wnich'has juri;dictional authority, is familiar with the proposed pipe fdoport'Trogram and has agrhed to issue a state special waiver if the NRC and AiilA concur.

The ANIA has developed a surveillance, audit, and limited certification program which will be used when the proposed pipe support program is implemented.

Thomas M. Novak The staff finds the proposed revised Class 2 and Class 3 pipe support program to be acceptable for the Seabrook Station Units 1 and 2. This approval is based, in part, on a commitment by PSNH to propose to the ASME Boiler and Pressure Vessel Connittee a revision of Subsection NF of the Code based on experience with the revised program. The intent of this Code revision is to provide a more workable and simplified ANI involvement in the area of pipe supports that would assure the necessary level of inspection without adverse impact on the work schedule. Approval of the program is based on the following conditions:

1. The Emergency Core Cooling System and the Residual Heat Removal System shall be included in Attachment 3 of piping system supports receiving additional ANI surveillance.
2. Applicable design specifications and required design documents shall be revised.
3. Identify in the FSAR affected Class 2 and Class 3 pipe supports (i.e., by system) to which the proposed revised program is applied.

The proposed Class 2 and Class 3 pipe support program should be modified accordingly to reflect the above noted conditions.
