South Texas Project Engineering Assurance Program (EAP) Implementation
Inspection Report 50-498/85-09
This letter conveys the results and conclusions of NRC's inspection of Stone
and Webster Engineering Corporation's (SWEC) review of three EAP topics:
,
control room HVAC, component cooling water system, and off-site AC power and
medium voltage AC power supply systems.
The inspection was conducted by a team
of persor.nel from the NRC's Office of Inspection and Enforcement and consultants
at the SWEC offices in Boston, Massachusetts from April 23, 1985 to April 26,
1985.
The NRC's inspection of SWEC's in progress review of the three EAP topics
was organized into five engineering disciplines: mechanical systems / power
engineering, mechanical components / engineering mechanics, electrical, instrumen-
tation/ controls and civil / structural.
The objective of the inspection was to
determine whether the SWEC in progress reviews were being conducted in accordance
with the approved program plan and were performed in sufficient technical
depth to evaluate the adequacy of the design and design process at the South
Texas Project.
A number of open items in specific engineering disciplines resulting from this
inspection are contained in the attached inspection report.
The following
items summarize in a general sense the significant open items contained in the
attached inspection report and should be factored into future program
improvements:

There was a lack of traceability of some design input information.
.
There appeared to be an incomplete review of single-failure considerations
for the systems reviewed.
More detailed information, if included on the reviewer check lists, would
facilitate NRC review of Engineering Assurance Program documents.
NRC review of Engineering Assurance Program documents would be facilitated
if each system review package was self-sufficient to the greatest practical
extent or reference was provided to review packages where omitted topics
are addressed or will be addressed.
Both the general items and the specific inspection items will be examined in
the next inspection of your EA program, at SWEC in Boston, the week of July 22.
