STA F REQUIREMENTS - SECY-96-228 - PROPOSED 1 AGREEMENT BETWEEN THE COMMONWEALTH OF '

MASSACHUSETTS AND THE COMMISSION PURSUANT TO SECTION 274 OF THE ATOMIC ENERGY ACT OF 1954, AS AMENDED The Commission has approved the staff reccmmendations in the subject paper with incorporation of the following comments.

1) The proposed letters to the Congressional oversight committees should be revised to include a copy to the Massachusetts delegation.

l 2) In the last line of the proposed Agreement replace ,

' Boston, Massachusetts' with ' (location to be l determined).' l j

3) On page 2 of the proposed Agreement, in the second full paragraph, line 2, delete the 's' at the end of l l

' cooperations . ' l As the Commission nears approval of the final Agreement, the staff should expedite, to the extent possible, closure of any actions involving Orders or escalated enforcement with ,

Massachusetts licensees. Whenever possible, the staff shouldso l l

resolve any open cases that involve enforcement and Orders, I that the cases' outcomes are final before the date of Agreement signing. The staff should briefly address this issue in the paper that provides the final Agreement to the Commission.  ;
