.G CHAIRMAN JACKSON'S COMMENTS ON SECY-96-228 I approve the staff's recommendations in SECY-96-228, subject to the change that the draft Agreement published in the Federal Register not specify the location of Agreement signing, at this time.
In the last line of the draft Agreement, the location,
" Boston, Massachusetts," should be replaced with "(location to be determined)."
As the Commission nears approval of a final Agreement, the staff should expedite, to the extent possible, closure of any actions involving Orders or escalated enforcement with Massachusetts licensees.
Whenever possible, the staff should resolve any open cases that involve enforcement and Orders, so that the cases' outcomes are final before the date of Agreement signing.
The staff should briefly address this issue in the paper that provides the final Agreement to the Commission.
