Subject: Combined Inspection Report Nos. 50-277/85-31; 50-278/85-28
A special safety inspection of your transportation and radioactive waste pro-
grams was conducted by Mr. H. Bicehouse of this office on July 29 - August 1,
1985. Our findings were discussed with Mr. D. Smith of your staff at the con-
clusion of the inspection on August 1, 1985.
Areas of the transportation and radioactive waste programs examined during this
inspection are described in the NRC Region I Inspection Report which is enclosed
with this letter. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with personnel
and observations made by the inspector.
We have reviewed the actions taken to correct the violation brought to your
attention in the enclosure to our letter, dated January 29, 1985. The correc-
tive actions stated in your letter, dated February 28, 1985, appear to be ade-
quate to prevent recurrence.
In addition, an inspection was conducted by a representative of the South
Carolina Department of Health and Environmental Control on July 29, 1985 of a
shipment of radioactive waste from Peach Bottom Atomic Power Station. The ship-
ment was inspected upon its arrival at the Chem-Nuclear System, Inc., burial
site at Barnwell, South Carolina. Areas examined during this inspection are
described in a report by the representative of the South Carolina Department of
Health and Environmental Control, which is attached to the NRC Region I Inspec-
tion Report enclosed with this letter. The inspection consisted of a review of
shipping papers, placarding, marking and labeling, radiation measurements,
selective contamination surveys, and examination of the packages and the
tractor-trailer.

Based on the results of these inspections, it appears that certain of your ac-
tivities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
These vio-
lations have been categorized by severity level in accordance with the revised
NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register
Notice (49 FR 8583) dated March 8, 1984. You are required to respond to this
letter and in preparing your response, you should follow the instructions in
Appendix A.
