Gentlemen:
We have completed our review of Revision 1 (dated March 1985) to the " Plan for Receipt of Special Nuclear Material of Low Strategic Significance for Millstone Nuclear Power Station Unit No. 3," submitted by your letter (811480) dated March 12, 1985. Based on our evaluation, we have detemined that the Plan meets the requirements of 10 CFR 73.67 for fixed site and in-transit protection of special nuclear material of. low strategic significance.
Accordingly, your Plan as identified above is approved and must be fully implemented, including changes made pursuant to the authority of 10 CFR 70.32(e), by the date of fuel receipt.
We have detemined that the enclosure to your letter of March 12, 1985, contains infomation of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be conraer-cial or financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
