Box 2641 Birmingham, AL 35291 Gentlemen: SUBJECT: REPORT NOS. 50-348/84-27 AND 50-364/84-27 On October 9-11, 1984, a special safeguards inspection was conducted concerning activities authorized by NRC License Nos. NPF-2 and NPF-8 for your Farley I and 2 facility. At the conclusion of the inspection and at an Enforcement Conference on October 30, 1984, the findings were discussed with you and members of your staff. The purpose of this inspection was to evaluate the significance of the licensee's failure to maintain adequate administrative controls over the conduct of a security drill which resulted in the introduction of unauthorized material into the protected area. The inspection findings indicate that certain activities violated NRC require- ments. The violations, references to pertinent requirements, and elements to be included in your response are presented in the enclosed Notice of Violation. The NRC strongly supports the use of drills as a valuable method of assessing the adequacy of the security force training program. However, we believe the lack of administrative controls demonstrated in this case is a serious matter and deserves management's attention. Consequently, in your reply, you should describe in particular the actions taken to improve the effectiveness of your safeguards administrative control system. In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards activities and security measures are exempt from public disclosure; therefore, the enclosures to this letter, with the exception of the report cover page which presents a nonexempt summary, will not be placed in NRC's Public Document Room. The responses directed by this letter and the enclosures are not subject to the clearance procedures of the Office of Management and Budget issued under the Paperwork Reduction Act of 1980, PL 96-511.
