This will acknowledge receipt of your June 18, 1985 letter to Mr. John.B. Martin that transmitted the complete controller package, including the scenario and other related materials, for the SONGS Annual Emergency Exercise to be held in August 1985.

On July 18, 1985, Ms. Gail Temple of my staff, held a telephone conversation with Mr. J. Stubbs, and other members of your staff, regarding the scenario document. During the telephone conversation, Mr. Stubbs and the other members of your staff clarified a number of issues that resulted from our review of the package. At the conclusion of the telephone conversation, Mr. Stubbs agreed to generate contingency messages for the declaration of emergency classifications (escalated classifications only) and to correct a few typographical errors. It is our understanding that these changes, and any other changes occurring between now and the date of the exercise, will be provided to the NRC team members the day before the exercise.

The contents of the scenario package were discussed with FEMA, Region IX,

_ personnel. Their comments were included in the July 18 telephone discussion mentioned previously.

It is our conclusion that the scenario package is adequate to permit you to meet the agreed to exercise objectives submitted to us by your letter dated October 31, 1984.
