This letter concerns unescorted access of NRC contractor employees to your f acilities for the purpose of observing your emergency planning exercise.

This matter has been discussed during telephone conversations between Ms. G. M. Temple of my staff and Mr. P. J. Dooley of your staf f. Access to the site will be required for the week beginning August 5,1985.

Two NRC team members have been listed in the enclosure to this letter.

Ms. G. M. Tempic, the NRC Team Leader, and Mr. K. M. Prendergast have not been listed because they have already been issued badges for unescorted access. I am requesting that the individuals identified in the enclosure to this letter le issued no escort required picture badges as authorized by 10 CFR 73.55(d)(5) for prompt access to all areas of your facility. The Department of Energy (DOE) "Q" and "L" clearances equal or exceed your screening requirements.

The personnel identified in the enclosure to this letter have completed indoctrination training in radiological protection, emergency response and security comparable to that furnished by you to regular site employees granted unescorted access. Any additional training provided by you to these team members should be limited to site specific matters required for the individuals' safety. Arrangements for this site specific training have been coordinated with Mr. P. J. Dooley of your staff.
