RESTART PANEL CHARTER On September 2,1996, Crystal River Unit 3 (CR3) was shutdown by a crack in the main turbine lube oil piping internal to the main lube oil reservoir. The outage was extended in October to address technical design issues resulting from limited design margins in key emergency cooling and AC power systems. In order to assure l 4

comprehensive tracking and closure of all the action items necessary to safely return CR3 to power operation and to assure reliable, continuous operation to Refuel 11, a Florida Power Corporation (FPC) Restart Panel will be formed and chartered as follows.

, Using NRC Inspection Manual Chapter 0350, and considering the documents listed in the Restart Review List, the Restart Panel will evaluate the issues against i

the Selection / Screening Criteria and a list of FPC restart issues will be developed. Revisions to the charter and panel composition will be approved by the Senior Vice President, Nuclear Operations. Revisions to the issues list will be approved by the Restart Panel chairman.

i l Restart Panel and Accountability Team members will assist in development of restart actions for their respective areas and assure a complete and auditable

, documentation file is assembled to facilitate closure of each action item

assigned. The Restart Accountability Team members will provide frequent updates
of the status of each restart action item for the Restart Panel. Immediate notification of potential emergent restart restraints will be made to the Restart Panel chairman.

The FPC Restart Panel will be the primary interface between the company and the NRC's Restart Panel. Prior to NRC review, the Restart Panel will assure each action item file is audited by FPC's Quality Programs Department and the results

are presented to and approved by the Restart Panel members. Following satisfactory closure of the final restart action item, the Restart Panel chairman
