SUMMARY
- CRYSTAL RIVER 3 - DOCKET NO. 50-302 This refers to the management reeting conducted at your request in the NRC Region II Of fice on September 6, 1985.
The meeting was held to discuss the results of Florida Power Corporation's cuality assurance review of operator training procedures, as requested in the NRC Confirmation of Action letter dated January 29, 1955, and the improvements planned for the operator requalification program. A summary of the reeting tcpics is provided in Enclosure 1.
A list of attendees at the meeting is shown in Enclosure 2.
It is our opinion that this reeting was beneficial in that it provided us an insight into your Quality Assurance Review findings, as well as your intended corrective actions.

SEF 10 GS5 ENCLOSURE 1 MEETING SUM. MARY On September 6,1985, representatives of Florida Power Corocration (FPC) met with the NRC at FPC's request, in the NRC Regional Of fice in Atlanta, Georgia. The topic of the discussion was the results of FPC's quality assurance review of operator training procedures, as requested in the NRC confirmation of action letter dated January 29, 1935, and the improvements planned for the operator requalification program.
FPC began their presentation with a discussion of the sequence of events leading up to the three month long quality assurance review audit of the operator t rai ning program.
They explained that the approach taken was based on commitments, progran requirements and implementing procedures.
When a
discrepancy was found, it was documented on a quality program deficiency report (OPDR) and given to the training manager so prompt action could be taken to address and correct the deficiency. Forty-five such QPDR's were generated, which were broken down into these four major categories:
administrative controls; replacement operator training; licensed operator requalification program; and instructor certification.
FPC stated that this review effort not only identified all the discrepancies found during the NRC Training Inspection, as documented in inspection report 85-01, but found additional ones as well. FPC committed to giving NRC the audit report addressing the elements involved with each QPDR, the root causes, and the associated corrective action, which FPC confirmed to be on schedule for completion.
A resultant assessment of the training program has, caused the following changes to be implemented:

Inclusion of supervisory review ci program elements to assure administrative and procedural compliance c.
Major rewrite of Training Department Procedure 203 d.
Creation of additional procedures needed to adequately cover training areas Development of a computer system for records and tracking purposes e.

Development of on-the-job training manuals and lesson plans g.
Review for INP0 accreditation underway h.
Initiation of monthly training meetings with operations and technical plant supervisors 1.
Replacement of the requalification program in the Final Safety Analysis Report j.
Provisions for more staff training to increase awareness of quality related activities in training k.
Creation of a managerial level steering committee

However, based on the requalification examination. results, NRC still considers the requalification program to be deficient, and will renew the licenses of only those operators who have passed an i
NRC examinatien. Additionally, licenses for the December applicants will not be issued until the NRC receives a letter from FPC indicating their recertification.
