1 Frank J. Miraglia, Acting Director Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 20555-0001 Reference 1: Letter dated October 15,1996, from Frank J. Miraglia, Acting Director, Office of Nuclear Reactor Regulation, to Glen R. Mills
Dear Mr.Miraglia:
Based on my personal experience with earthquakes, it is difficult to believe the assertion in Reference I that there would be no detrimental effect.; on SONGS Unit I spent fuel pool as a result ofexpected seismic activity near the San Onofre site: I have been in buildings 70 miles from epicenters with magnitude 6 quakes that shook to the point I was sure they would fall down. They certainly would not with stand the magnitude 8 quake at 55 miles cited in Reference 1.
Earthquakes in recent years have identified faults that no one knew existed. Insurance i
companies feel threatened to the point that they refuse to write new policies or have increased premiums and deductibles to the point that the State of California must assume the role of earthquake insurance provider. A special risk is assigned to buildings, such as the SONGS Unit I spent fuel pool, designed and built prior to 1970.
With the SONGS Unit I spent fuel pool being only a few hundred feet from one of the best surfing beaches in the country, Reference i makes it look like the Nuclear i
1 Regulatory Commission is playing dice with regards to the potential harm to public health and safety as result of seismic activity.
Sincerely, k
Glen R. Mills CC: Shirley Jackson 9612160346 961212 PDR ADOCK 05000206 H
