I am responding to your letter of October 23, 1996, regarding my letter of l
October 15, 1996, to you that discussed the seismic qualification of the San l
Onofre Nuclear Generating Station (SONGS) Unit I spent fuel storage pool.
In your letter, you state that because of " personal experience with earthquakes, it is difficult to believe the assertion in (my letter] that there would be no detrimental effects on SONGS Unit I spent fuel pool as a result of expected seismic activity near the San Onofre site."
4 In response to your previous inquiry, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a thorough review of the seismic data for the San Onofre site and the seismic design of SONGS Unit 1.
The staff considered the anecdotal information provided in your letter of October 23, but it has concluded that you have not presented any new information that would change the conclusions discussed in my October 15 letter.
The NRC staff wili continue to critically evaluate NRC-licensed activities at the SONGS facility. However, I consider the issues that you have raised regarding the seismic design of the SONGS Unit 1 spent fuel pool to be closed i
and intend to take no further actions on this matter unless you are able to provide new information specific to the seismic design of the SONGS facility.
Although I do not intend to take any further action on your letter, because you have called into question NRC's regard for public health and safety, I will forward a copy of your letter to the NRC Office of the Inspector General.
