Request for a SMUD Cost Estimate to Install an Additional Circuit in the EOF and Permission to Use Certain SMUD 4

Property for Contingency Telecommunications.

This letter will confirm a June 28th telephone conversation between Rob Myers and Roy LeNeave of your staff and Arnold Wieder of this office about initiating arrangements for NRC contingency telecommunications at Rancho Seco.

These arrangements consist of obtaining a SMUD cost estimate to install additional telephone circuits in the Emergency Operations Facility, and formalizing permission to use certain locations as temporary emergency communication sites. These locations would be an area ten feet below the upper met tower weather measuring instruments, a portion of the upper rim on the number two cooling tower and some part of the SMUD Headquarters Building roof.

The circuits and the three sites are essential elements of our emergency telecommunications plan for Rancho Seco. We are seeking SMUD's estimate for labor and materials to accomplish the following tasks; 1.

Establishing three twin lead control circuits from the NRC room in the EOF up to and on the roof of the SMUD Headquarters Building adjacent to the EOF.

2.

Terminating both circuit ends with WE-742 connectors which NRC Region V will supply.

3.

Tagging or marking those circuits "for NRC Use Only."

4.

Protecting the roof top termination in a weatherproof box, and 5.

Locating the rooftop weatherproof box where someone can gain easy access to it in an emergency.

' We will issue a purchase order for this work upon receipt of your estimate.

Neither the met tower nor the rim of the number two cooling tower require any form'of work. Both locations would only be used as temporary radio repeater sites during.an emergency. The type of repeater unit which the NRC would use is self contained requiring no modifications to the site in which it could be temporarily located.

Securing one of these units to the met tower _will be with heavy duty glass tape, which eliminates any possibility of damage to the tower from such hardware as bolts and brackets.
