SUBJECT:

PROPOSED REVISION TO TECHNICAL SPECIFICATIONS CONCERNING THE PRESSURE / TEMPERATURE LIMIT CURVES Re:

Haddam Neck Plant By letter dated June 11, 1985, Connecticut Yankee Atomic Power Company (CYAPCo) proposed to update the Haddam Neck Technical Specifications concerning the temperature / pressure limit curves for hydrostatic and leak rate testing and heatup and cooldown rates. This license amendment request was noticed in the Federal Recister on June 18, 1985. The staff reviewed the June 11, 1985 application anc concluded that additional information and reanalyses were required before the staff could complete its review. By letter dated June 27, 1985, CYAPCo provided responses to the staff's questions and provided revised temperature / pressure limit curves which superseded those contained in the June 11, 1985 application. Because the revised curves.were significantly different from those in the original application, the staff concluded that the proposed license amendment application needed to be renoticed in the Federal Register before the license amendment could be properly issued.

It is our understanding that the present temperature / pressure limit curves expire July 20, 1985. Given the requirement to renotice the revised amendment application and the required 30 day comment period, it is not possible to approve the requested license amendment prior to July 20, 1985. The staff, however, has completed its technical review of the revised pressure / temperature limit curves and concluded that the revised curves meet the safety margins required by 10 CFR Part 50, Appendix G and could be incorporated into the plant technical specifications. By letter dated July 17, 1985, CYAPCo committed to use the limits of the revised curves in the event that a heatup or cooldown is required prior to our issuance of the pending licensing amendment.

Opeka Given the licensee's commitment to be limited by the revised curves and given that the staff has reviewed the revised curves and concluded that the revised curves satisfied the requirements of 10 CFR Part 50, Appendix G, we conclude that the licensee satisfies the requirements of 10 CFR 50.60 and Appendix G.

We will continue to work as rapidly as possible to assure the prompt issuance of the requested license amendment.

However, pending issuance of the amendment, you are hereby required, in accordance with 50.54(f), to notify us in writing within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of any violation of the revised curves submitted by letter dated July 17, 1985.

The curves of your July 17, 1985 letter have been attached to this letter.
