9 NIAGARA M0 HAWK POWER CORPORATION NINE MILE POINT - UNIT 2 DOCKET NO. 50-410 Final Report for a Problem Concerning Materiai Supplied by Northern Steel Corporation (55'e)-85-10)

Description of the Problem An audit on materials supplied by Northern Steel Corporation indicated that some of the material supplied to Nine Mile Point - Unit 2 was purchased by Northern Steel from suppliers who did not have a Quality Assurance Program meeting the applicable requirements of 10CFR50, Appendix B.

These suppliers were Ernst Steel Company of Buffalo, New York, and Alliance Fastner Company of Syracuse, New York.

A list of affected materf al/ components was supplied by Northern Steel Company and is documented in Nonconfomance and Disposition Reports Nos. Zll8 and Z119 Analysis of Safety Implications A

detailed engineering evaluation of all materials documented in Nonconfomance and Disposition Nos. Z118 and Zl19 was performed and the evaluation indicates the following:

Materials identified in Nonconformance and Disposition Report No.

Z118 are either located in a non-Category I area or the function of that material is not safety-related.

Therefore, those materials were downgraded to non-Category I materials as shown in disposition detail s of Nonconformance and Disposition Report No.

Z118.

Therefore, had this condition remained uncorrected, there would have been no adverse af fect on the safety of operation of the plant.

Material s for beams identi fied in Nonconformance and Disposition Report No. 2119 are located in Quality Assurance Category I areas.

Quality Assurance Category I cable tray supports are attached to these beam members in the diesel generator building and auxiliary bays of the reactor building.

Since the failure of these beams could cause damage to the Quality Assurance Category I cable tray support

system, assurance was required that the beams meet ASTM A-36 standards.

Therefore, as part of the disposition of Nonconformance and Disposition Report No. Z119, the beams had test samples taken and laboratory tested to ensure that they were equivalent to A-36 material.

Results of the lab tests show that the material met all the requirements of ASTM A-36.

Therefore, had this condition remained uncorrected, there would be no adverse affect on the safety of operation of the plant.
