Requalification Training Meeting Report 50-213/85-10

This refers to our March 25, 1985 meeting regarding requalification training

in response to our concerns resulting from the operator licensing requalifica-

tion program evaluations which we conducted in August and November 1984. The

purpose of the meeting was to discuss your plans for short-term upgrading to

support operator license renewals planned for calendar year 1985, your long-

term program, and your program for assuring ongoing requalification program

effectiveness.

Based on telephone conversations between my operator licensing staff and your

Dr. Sears and Mr. Test you are preparing a letter to us which: (1) documents

those individuals that will be exempted from the theory upgrade portion of the

program, (2) provides the details of an independent third party evaluation of

your program, and (3) the names of individuals who will not complete the short-

term program with the appropriate justification for license renewal prior to

completion of the short-term program.

As I indicated during this meeting, based on our requalification audit, we are

not in a position to renew licenses until remedial measures have been instituted.
