DENIAL OF AMENDMENT REQUEST (TAC NO. M90476) 4

Dear Mr. Schnell:

By letter dated September 12, 1994, you submitte amendment request that would revise the following Technical Specificatiot._. (1) Table 3.7-1 that would limit the maximum allowable power levels with inoperable main steam line safety valves, (2) Table 3.7-2 that would specify that the lift setting tolerance for the nain steam safety valves is +3/-1% as-found and 11% as-left, (3) Tables 2.2-1 and 3.3-2 that would reduce the sensor error and the response time for the pressurizer pressure high trip, and (4) Bases 3/4.7.1 that would reflect the plant uprates and the switch to V5 fuel.

In several conference calls with your staff up to and including September 9, 1996, the NRC indicated that Union Electric Company's request to extend the 4 high pressure criterion for the locked rotor event above 110 percent of the i design pressure, based on the Westinghouse analysis in WCAP-12910, was unacceptable. By letter dated February 19, 1993, the NRC informed Westinghouse of the results of the staff's review of WCAP-12910. This letter referenced an October 26, 1992 letter to Westinghouse in which the staff disapproved increasing the acceptance criteria for the WCAP-12910 locked rotor analysis to 120 percent. In March 1996, your staff indicated that it was assessing the information and would provide the staff with a superseded 4

proposal. To date, this superseded submittal has not been received.

Since your currently docketed application is not now supported by sufficient technical information, your request for it. ise amendment is denied.
