.WITH HUGH GILMARTIN GILMARTIN was interviewed by the re v rting investigator.

NYPA reorganization of the Nuclear Generation GILMARTIN discussed the\\
Prior to'the' reorganization, the Configuration Management Group Department.
Those consisted of 3 managers, Bill LEMANSKY, Dick BECHT, and Ulrich WITTE.
three managers reported.to Alan ETTLINGER. As part of reorganization, the group's responsibilities were realigned, which led to WITTE's position being GILMARTIN said that WITTE was not chosen to be one of the two eliminated.

DOUGHERTY agreed with his decision to not select WITTE.

that he wanted his outstanding expense statements to be sLbmitted, and that he GILMARTIN said that when he got expected future ones to be submitted on time.
WITTE's expense statements he. identified problems and glaring deficiencies.
GILMARTIN said that he had a lot of work at that time and needed help in reviewing the statements, so he asked NYPA Audit Department Director, J BRENNAN, to review the statements.

had raised FP issues.
GILMARTIN recalled that, for a short period of time, he was responsible for the construction of an administration building at the James A. Fitzpatrick (JAF) Nuclear Generating Station. During that time, BARTLIK raised issues GILMARTIN said that the building's FP system did not meet code requirements.

that, as a result of that concern, NYPA had their code compliance group look at it and determine that the building met the code. GILMARTIN does not think BARTLIK ever accepted that determinad on, but believed that issue was that BARTLIK raised the subject again "put to bed" approximately one year ago.
GILMARTIN recently, that the building's sprinkler system did not meet code.
i then talked to the code compliance people and the former building project engineer.
l GILMARTIN said that DOUGHERTY asked him to try to resolve the issue.
GILMARTIN got the people together again, and it was decided that they needed l

to know what the problems were and that they needed to be documented.
GILMARTIN said that he has tried to get BARTLIK to document his concern, but BARTLIK has not responded to the request. GILMARTIN said that he did not send l

BARTLIK a document requesting that he document his concern with the issue.
GILMARTIN was then questioned regarding whether he conducted an investigation into TARPINIAN's and STRAUSSER's backgrounds. GILMARTIN said that there were change orders (attached) to pay contractors, someone wanted to extend STRAUSSER and TARPINIAN before he (GILMARTIN) took his current position.
GILMARTIN opined that the change orders came to his attention in October 1994.
During that time, he was assisting DOUGHERTY in the Nuclear Engineering and The change orders were left on DOUGHERTY's desk'.

He and DOUGHERTY did not know what TARPINIAN and STRAUSSER were doing for NYPA-GILMARTIN at that time, so they wanted to get an idea of their capabilities.

GILMARTIN knows that Ken VEHSTEDT complained about everyone at the NYPA White Plains Office (WPO), generally stating that, "you guys are real pains in the GILMARTIN said that the general complaint from IP3 and JAF was rear end."

services are required to support the IP3 start-up effort and the completion ofIP3's Fire Protection Design Basis Documents.
i Mr.'Tarpinian is uniquely qualified for this assignment due to his familiarity with the IP3 l*'
Fire Protection Program and his participation in the preparation and subsequent completion k
of the JAF Fire Protection Design Basis Documents upon which IP3's documents are based.
In addition, Mr. Tarpinian is directly responsible for the preparation of IP3 fire protection close-out packages which are being prepared for the NRC fire protection faWon during the first quarter of 1995.
Mr. Tarpinian's services were previously provided through Cataract, Inc. Since the Cataract contract with NYPA expires on December 31,1994, this contract rei uisition requests that l
Mr. Tarpinian be switched to the Vectra Fire Protection General Services Agreement contract. Mr. Tarpinian was selected based on a review of resumes of submitted by various firms contracted with NYPA to provide engineering idwnnel.
