REPORT OF INTERVIEW WITH NAVINE MATHER.

1 On July 19, 1995, MATHER was interviewed by theYeporting investigator. The

! interview was conducted under oath at the New York Power' Authority (NYPA), 123 l

Main St., White Plains, NY. MATHER stated that he requested NYPA attorney Anty LEVINE to represent him during the interview. MATHER provided the fdllowing information: .

Configuration Management Programs Group as a Supervisory Engineer in charge of e the NYPA Design Basis Document (DBD) Program. MATHER said that Ulrich WITTE was his supervisor for approximately one year. g e

MATHER said that, at some point, all of the DBD work was' taken away from WITTE E 5

-jS j except for the fire protection DBD. MATHER thinks that WITTE and Alan =o ETTLINGER (then the Manager of Configuration Management Programs) made that ME decision. $ b' MATHER said that he didn't have a very good work'ing relationship with WITTE. 0 s$\

MATHER said that, when WITTE supervised him, he (MATHER) professionally disagreed with him on everything because WITTE did not have the historical

knowledge of the NYPA DBD work. MATHER commented that he had a lot of experience in the NYPA DBD program, and he knew a lot more about it than. .

MATHER said that he took over 'the Indian Point 3 (IP3) Nuclear Generating Station Fire Protectun (FP) DBD approximately two months ago. He supervises TARPINIAN and STRAUSSER. He said that TARPINIAN and STRAUSSER provide quality MATHER has work, and they are very knowledgeable, hard working professionals.

MATHER said that he has heard that Andrew BARTLIK pursues issues to the pointHe of being ridiculous from a Probabilistic Risk Assessment (PRA) stardpoint.

indication of Carbon Dioxide discharge in the diesel generator (DG) rooms which may isolate ventilation in the DG room.. and the DG's may overheat." Bob PENNY (BARTLIK's current supervisor) asked MATHER approximately one month ago to look into the issue. MATHER said that he and NYPA Probabilistic Risk Assessment (PRA) Department employees John BENCIVENGA and Jeff CIRCLE have concluded that BARTLIK's scenario probability is in the realm of impossibility. MATHER said it is below the realm of NRC requirements that forces NYPA to expend resources to address it. MATHER said that, based on the review, BARTLIK's scenario's probability is in the order of one in ten million. He said that the issue involves non safety related instrumentation.

F.ATHER added that their review has not been finalized.

MATHER said that BENCIVENGA has had more direct interface with BARTLIK than he has on this issue. BENCIVENGA has not. complained to him that BARTLIK was not doing the proper research or providing documentation regarding his concern.

MATHER said that he has been responsible for signing NYPA Design Deficiency Open Items (DD01s). He does not recall experiencing any difficulty in getting any DD0Is initiated,' worked on, or resolved. He added that he works on a thousand D00Is a year.
