SIGNIFICANT CONSTRUCTION DEFICIENCY UNQUALIFIED BUSSMAN FUSES HOPE CREEK GENERATING STATION On April 16, 1985, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. J.

Strosnider, advising of a significant construction deficiency concerning unqualified fuses in panels supplied by Comsip, Inc. On May 20, 1985, an interim report was submitted to your office. The following final report is provided in accordance with 10CFR50.55 (e) .

Description of the Deficiency Bechtel, our Architect / Engineer and Constructor, has been advised by Comsip, Inc. that some Bussman fuses installed in Hope Creek panels ara not qualified for class lE service.

The problem is limited to 1 amp and smaller fuses supplied by Bussman which are not shown on their August, 1982, Quali-fication Report No. 470-7. Bechtel has identified 155 fuses for replacement.

Safety Analysis The safety related fuses are utilized in instrumentation, circuits that provide control room indication of voltage amperage and frequency readings for power distribution systems and motor current readings for safety related motors.

The power distribution systems affected include the diesel generators, 4 KV/480/120V power systems, batteries and battery chargers. Had the, problem gone undetected and uncorrected, 8507180054 850624 PDR ADOCK 05000354 S PDR IO o_ _

Dr. T. E. Murley 2 6/24/85 the potential would exist for adverse impact on the plant's safe shutdown capability. We therefore consider the deficiency to be reportable in accordance with 10CFR50.55 (e) .

Corrective Action Bechtel has issued Design Change Package (DCP) No. 409 to provide for the replacement of the 155 unqualified Bussman fuses supplied by the vendor. Documentation of the corrective action will be included with the closure of Nonconformance Report No. 7367.
