SUBJECT:
CONTAINMENT PURGE AND VENT Re:
Brunswick Steam Electric Plant, Units 1 and 2 By letter dated December 21, 1984, as supplemented April 26, 1985, you proposed to consider the limitation of the opening angle for purge and vent valves as a design feature and to incorporate the change into the Final Safety Analysis Report (FSAR) with appropriate bases. We have reviewed your proposal and find that the design of the mechanical stops with lock nuts is such that the setting will not change. Therefore, we conclude that surveillance requirements would not serve a useful purpose.
In addition some of the valves are inaccessible during power operation or are located in high radiation areas and thus unnecessary entry is not consistent with ALARA guidelines. Since the mechanical stop is a design feature which is permanent, that is, not removed or altered for any reason during all modes of operation, based on our review of your proposal, we find that the surveillance Technical Specification for these valves are not necessary.
