EXTENSION OF SPECIAL NUCLEAR MATERIALS LICENSE N0. SNM-1050

Background

By letter dated July 19, 1984 and supplements dated January 7,1985 and April 12, 1985, the University of Florida (UF) requested an extension of the expiration date for Special Nuclear Materials License No. SNM-1050 to September 30, 1985.

The previous extension dated August 31, 1984 was granted to allow the licensee time to review the design, structure, equipment, and utilization of the UF SPERT assembly.

License No. SNM-1050 currently authorizes the storage only of 190 kg of U-235 contained in SPERT fuel rods in a subcritical assembly.

Discussion As reported by Dr. Diaz, UF, the UF SPERT assembly is undergoing a design, structural, equipment, and utilization "eview. The fuel is stored in a safe configuration in a secured room of concrete block construction, which was approved and authorized by Amendment No. 4 to this license on May 26, 1981.

In addition, the UF has installed and is operating a new fi.re alarm system that will provide enhanced automatic fire detection for the fuel storage and facility area for the SNM-1050 license.

Currently, the UF has no specified use for the fuel rods and cannot submit an application as requested.

Conversations with the Region II Inspector, Robert Brown, confirm that the fuel is stored in such a manner as to minimize the potential for adverse safety effects for UF personnel, the public, and/or the environment. Therefore, in accordance with 10 CFR 51.22(c)(10), neither an environmental impact statement nor an environmental assessment ;s required.
