SUBJECT: NRC INSPECTION REPORT 50-361/96-09; 50-362/96-09 AND NOTICE OF
VIOLATION
Dear Mr. Ray:
An NRC inspection was conducted July 28 through September 7,1996, at your San
Onofre Nuclear Generating Station, Units 2 and 3 reactor facilities. The onclosed report
,
presents the scope and results of that inspection.
During the 6-week period covered by this inspection, your conduct of activities at the San
Onofre facilities was generally characterized by safety-conscious operations, sound
j
engineering and maintenance practices, and careful radiological work controls.

One violation was identified related to a f ailure to declare a vital AC inverter inoperable, as
i
required by Technical Specifications, when it was identified that output voltage w Js
outside the acceptance criteria of a surveillance requirement. The violation is cited in the
enclosed Notice of Violation (Notice) and the circumstances surrounding this violation are
.
described in detail in the enclosed report. Please note that you are required to respond to
"
this' letter and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to determine whether

further enforcement action is necessary to ensure compliance.with regulatory
requirements.
