1 ENCLOSURE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle 1 License No. CPPR-108 The following violation was identified during an inspection conducted on June 3-7, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (Title 10, Code of Federal Regulations Part 1, Appendix C).

Title 10 Code of Federal Regulations, Part 50 Appendix B, Criterion V as implemented by Final Safety Analysis (FSAR) Chapter Section 17.1.5 requires that activities affecting quality be accomplished 'in accordance with drawings. Bechtel Power Corporation (BPC) Piping and Instrumentation Diagram (P&ID) AX4DB206-3, Revision 10, FSAR Figure 9.4.1-2 (Sheet 3 of 3),

and FSAR Table 6.4.6-1 have been identified as the applicable drawings for the installati:,n of instruments and pressure sensors (Pitot Tubes) for the measurement of pressure drop in the 1-1531-N7-002-000 Filter Unit, a portion of the control room air system. BPC P&ID drawing AX4DB206-3, Rev. 10, FSAR Figure 9.4.1-2 (Sheet 3 of 3) and FSAR Table 6.4.6-1 require gauge PDI-12137D to measure pressure drop across the total Filter Unit including the cooling coils in the 1-1531-N7-002-000 Filter Unit. BPC P&ID drawing AX4DB206-3 Rev.10 and FSAR Figure 9.4.1-2 (Sheet 3 of 3) require gauge PDI 121378 to measure pressure drop across the high-efficiency particulate air (HEPA) filter and the downstream cooling coil in the 1531-N7-002-000 Filter Unit.

Contrary to the above, activities affecting quality were not accomplished in accordance with drawings in that the following was as-installed conditions were noted:

Gauge PDI-12137D measures the pressure drop across the entire 1-1531-N7-002-000 Filter Unit except for the downstream cooling coil unit.

Gauge PDl-121378 measures pressure drop across the downstream HEPA filter only in the 1-1531-N7-002-000 Filter Unit and does not include the Cooling coils. ,

This is a Severity Level IV violation (Supplement II).

Pursuant to Title 10 Code of Federal Regulations Part 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written .

statement or explanation in reply, including: (1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.
