By letter dated October 17, 1995, and supplemented January 26, April 5 June 4, and August 13, 1996, you submitted the Third 10-Year Interval Inservice Inspection (ISI) Program for the Hatch Nuclear Plant for NRC review and approval, in accordance with the requirements of 10 CFR 50.55a.

The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has continued to review and evaluate the information provided in the above submittals. Based upon that ongoing review, the staff requires additional information (enclosed) in order to complete its review of the third 10-year interval ISI program for Hatch. In order for the staff to complete its review in a timely manner, we request that you submit a response to the attached RAI within 30 days of the receipt of this letter. EDWIN I. HATCH NUC! EAR PLANT, UNITS 1 AND 2 DOCKET NOS. 50-321 AND 50-366 On October 17, 1995, and supplemented January 26, April 5, June 4, and August 13, 1996, Georgia Power Company, et al. (GPC or the licensee) submitted the third 10-year interval Inservice Inspection (ISI) program for the Hatch Nuclear Plant for NRC review and approval, in accordance with the requirements of 10 CFR 50.55a.

The staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory (INEL), has continued to review and evaluate the information provided in those submittals. Based upon that ongoing review, the staff requires the additional information discussed below, in order to complete its review of the Hatch third 10-year interval ISI program.

1. Scoce/ Status of Review Throughout tLa service life of a water-cooled nuclear power facility, 10 CFR 50.55a(g)(4) requires that components (including supports) that are classified as American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code Class 1, Class 2, and Class 3 meet the requirements, except design and access provisions and preservice examination requirements, set forth in ASME Code Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components," to the extent practical within the limitations of design, geometry, '7d materials of construction of the components. This section of the regulations also l

requires that inservice examinations of components and system pressure tests conducted during the successive 120-month inspection interval comply with the requirements in the latest edition and addenda of the Code incorporated y reference in 10 CFR 50.55a(b) on the date 12 months prior to the start of a successive 120-month interval, subject to the limitations and modifications listed therein. The components (uicluding supports) may meet requirements set forth in subsequent editions and addenda of the Code that are incorporated by reference in 10 CFR 50.55a(b) subject to the limitations and modifications listed therein. l The licensee has prepared the Hatch Third 10-Year Interval Inservice Inspection (ISI) Program Plan to moet the requirements of the 1989 Edition of Section XI of the ASME Code.

As required by 10 CFR 50.55a(g)(5), if the licensee determines that certain Code examination requirements are impractical and requests relief, the licensee shall submit information to the Nuclear Regulatory Commission (NRC) to support that determination.

The staff has reviewed the information in the Hatch Nuclear Plant, Third 10-Year Interval ISI Program Plan, submitted by letter dated October 17, 1995, and supplemented January 26, April 5, June 4, and August 13, 1996, and the requests for relief from the ASME Code Section XI requirements that the lic 'see has determined that alternative testing provide an acceptable level of quality and safety. '

2. Additional Information Reauired Based on the above review, the staff has concluded that additional information is required to complete the review of the Hatch ISI Program Plan.

, a) In Request for Relief RR-13, GPC has requested relief from ,

performing the Code-required VT-2 visual examination during System I Functional and System Inservice Pressure Tests for the subject containment penetration piping classified as Code Class 2. The NRC i

' staff's position is that the use of Code Case N-522 is acceptable  ;

with the following conditions: the test is conducted at the peak

calculated containment pressure, and the test procedure permits the  !

detection and location of through-wall leakage in containment  !

isolation valves (CIVs) and pipe segments between the CIVs.

i b) In Request for Relief RR-16, GPC requested relief from performing a  ;

i pneumatic pressure test of SRV B21-F013 dicharge piping. The staff's position is that the proposed request must include the i

' verification of discharge piping integrity each period by VT-3 visual examination to provide reasonable assurance of the ,

operational readiness of the subject piping In order to complete the review of the licensee's submittals for use of the proposed alternatives to Code requirements, a docketed commitment to comply with the subject conditions is necessary in crder for the staff to  ;

authorize the alternatives.
