PRELIMINARY REVIEW OF 10 CFR PARTS 25 AND 95 Duane, ,
After revew, both Bob Fonner and I agree that the revisions to 10 CFR Parts 25 and 95 should be pulished as proposals for comment. Specifically, the revisions contain new material and willimpose record keeping, reporting and new managerial duties on licensees, see e.g. 25.35 and 95.18. Furthermore, publication as proposed rules is consitent with the Agency's policy when the revisions make substantive changes to the existing regulations.
