l (2) GPUN ietter, dated March 2,1990 - TSCR No.185 i (3) Amendment 144 to Provisional Operating License No. DPR-16, dated January 10,1991 Pursuant to 10 CFR 50.90, GPU Nuclear Corporation (GPUN), operator of the Oyster Creek Nuclear Generating Station (OCNGS), Operating License No. DPR-16, requests a change to the Appendix A of the license.

Also enclosed is one signed copy of the Cvanate of Service for this request which confirms 3 service to the senior official of the township in which the facility is located. g i

Oyster Creek commenced its first 24 month refueling cycle after the startup from the 13R refueling in September 1990. Reference (2) provided justification to revise the Tech. Specs. for the new operating cycle, and to extend the interval for a number of surveillances associated with h, i() l the initial phase ofimplementation. This TSCR proposes to revise an additional group of

/ j J surveillances wherejustification has been completed following receipt of Reference (3). The guidance contained in Reference (1) has been addrued where applicable.

'l 673Q-96-21,57 j TSCR No. 203 Page 2 This change request has been reviewed in accordance with Section 6.5 of the OCNGS Technical Specifications. Using the standards in 10 CFR 50.92 we have concluded that these proposed  :

changes do not constitute a significant hazards consideration.

Implementation of this change can be made effective immediately upon receipt of the operating license amendment, as no plant modifications are necessary; however, it is requested that 60 days be allowed following receipt of the license amendment m order to make any required procedural  !
