NOTICE OF VIOLATION Tennessee Valley Authority Docket Nos. 50 327 and 50 328 Sequoyah Units 1 & 2 License Nos. DPR 77 and DPR-79 '

During an NRC inspection conducted from July 28 through September 14, 1996, a violation of NRC requirements was identified. In accordance with the " General 1

4 Statement of Policy and Procedure for NRC Enforcement Actions," NUREG 1600, the violation is listed below:

10 CFR 50 Ap andix B, Criterion XVI requires, in part, that measures shall be esta)11shed to assure that conditions adverse to quality such as failures, malfunctions, and deficiencies are promptly identified and j corrected.

Contrary to the above, prompt corrective action was not implemented for i

a condition adverse to quality. Specifically, the emergency diesel

. generator starting air compressors pressure control switches experienced multiple setpoint drift problems and multiple failures during 1995 and l 1996, which caused multiple EDG starting air system relief valve i

j actuations.
