NRC INTEGRATED INSPECTION REPORT 50-413/96-13 AND 50-414/96-13

Dear Mr. McCollum:
.
On September 7. 1996, the NRC completed an inspection at your Catawba Nuclear
'
Station. The enclosed report presents the results of that inspection.
A conservative operational approach was noted in two instances.
First, when
,
i
water seepage was identified in the vicinity of buried Nuclear Service Water
!
piping. Unit 2 startup was delayed until the source was identified and
repaired. Secondly, when a Residual Heat Removal pump motor failed, refueling
'
i
was not initiated until the pump could be returned to an operable status
although Technical Specifications would have allowed refueling with the pump
i
unavailable.
I
Violations of NRC requirements were also identified by the NRC inspectors.
'
These violations are cited in the enclosed Notice of Violation (Notice), and
.
the circumstances surrounding the violations are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response'. in part to
determine whether further enforcement action is necessary to ensure compliance

with regulatory requirements.
