Resident Inspection 50-423/85-12 (3/18/85 - 4/22/85)
This letter forwards NRC findings from a routine safety inspection of the Millstone
Nuclear Power. Station, Unit No. 3.
These findings have been discussed by Mr.
T. Rebelowski, our NRC Senior Resident Inspector, with Mr. D. Miller and other
members of your staff.
During this inspection, testing and flushing evolutions resulted in flooding in
part of the Engineered Safety Features building. That flooding was found to in-
volve a violation of NRC requirements as cited in the enclosed Appendix A to this
letter.
Please reply to_that violation in accordance with the instructions in
Appendix A.
In addition,~please address in your reply the consideration that both
this' event and the October 1984 introduction of salt water into the auxiliary
feedwater system appear to have involved unforeseen activity interactions which
operational activity controls should have precluded.
